On ne compte plus les milliards de dollars en subventions directes.<\/p>\n\n\n\n<p>De passage devant la Chambre de commerce du Montr\u00e9al m\u00e9tropolitain la semaine derni\u00e8re, le premier ministre Justin Trudeau a affirm\u00e9&nbsp;: \u00ab&nbsp;B\u00e2tir des industries en sant\u00e9 tendant vers la carboneutralit\u00e9 va rapporter beaucoup plus que de prendre cet argent pour diminuer la dette.&nbsp;\u00bb<\/p>\n\n\n\n<p>Il y a quelque chose de profond\u00e9ment simpliste et malsain dans ce mod\u00e8le \u00e9conomique du ch\u00e9quier public d\u2019attraction d\u2019entreprises \u00e9trang\u00e8res. Il ne s\u2019agit \u00e9videmment pas de proscrire ou de d\u00e9courager les investissements \u00e9trangers \u2013 ils sont certes n\u00e9cessaires dans une \u00e9conomie de taille moyenne comme la n\u00f4tre&nbsp;\u2013, mais de l\u00e0 \u00e0 les consid\u00e9rer comme une sorte de potion magique de la croissance \u00e9conomique \u00e0 long terme, il y a un long fleuve \u00e0 parcourir.<\/p>\n\n\n\n<p>D\u2019une part, dans un march\u00e9 de l\u2019emploi caract\u00e9ris\u00e9 par la p\u00e9nurie de main-d\u2019\u0153uvre, on ne fait en r\u00e9alit\u00e9 que d\u00e9placer des emplois d\u2019une entreprise \u00e0 l\u2019autre, largement au d\u00e9triment des PME.<\/p>\n\n\n\n<p>D\u2019autre part, on peut se demander s\u2019il est bien avis\u00e9 de mettre tous ses \u0153ufs dans un secteur o\u00f9 la comp\u00e9titivit\u00e9 nord-am\u00e9ricaine est loin d\u2019\u00eatre assur\u00e9e dans l\u2019avenir. Pour le moment, nos co\u00fbts de production restent \u00e9lev\u00e9s et la Chine a une avance consid\u00e9rable en termes de cha\u00eene d\u2019approvisionnement. Il y a des secteurs o\u00f9 nous sommes mieux positionn\u00e9s&nbsp;: l\u2019eau et l\u2019\u00e9nergie, l\u2019intelligence artificielle et la robotique, la biotechnologie, l\u2019a\u00e9rospatiale, l\u2019agroalimentaire, les infrastructures et les mat\u00e9riaux avanc\u00e9s.<\/p>\n\n\n\n<p>Enfin, ces \u00ab&nbsp;investissements&nbsp;\u00bb ne cr\u00e9ent pas dans les faits d\u2019innovation et de propri\u00e9t\u00e9 intellectuelle qu\u00e9b\u00e9coise et canadienne. On importe essentiellement des technologies d\u2019ailleurs qui ne donneront lieu au net qu\u2019\u00e0 tr\u00e8s peu de rentes \u00e9conomiques pour le Qu\u00e9bec et le Canada. Il faudrait plut\u00f4t prioriser la recherche industrielle locale dans nos industries porteuses d\u2019innovation et de productivit\u00e9.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Id\u00e9e p\u00e9rilleuse<\/h4>\n\n\n\n<p>L\u2019id\u00e9e que les subventions gouvernementales aux entreprises \u00e9trang\u00e8res en elles-m\u00eames vont faire du Qu\u00e9bec et du Canada des \u00e9conomies plus innovantes est p\u00e9rilleuse. Les Am\u00e9ricains, les Allemands, les Sud-Cor\u00e9ens, les Isra\u00e9liens et les N\u00e9erlandais, pour ne nommer que ceux-l\u00e0, ont depuis longtemps compris l\u2019apport fondamental de leurs institutions publiques de recherche et l\u2019importance de la coordination dans leurs \u00e9cosyst\u00e8mes d\u2019innovation.<\/p>\n\n\n\n<p>L\u2019innovation passe par la force d\u2019un \u00e9cosyst\u00e8me fort de recherche et d\u00e9veloppement (R&nbsp;et&nbsp;D) qui est transf\u00e9rable dans les entreprises qu\u00e9b\u00e9coises et canadiennes. En termes simples, il faut se concentrer sur la fa\u00e7on (les m\u00e9canismes et les incitatifs) dont nous traduisons le capital intellectuel, la R&nbsp;et&nbsp;D publique en plus de R&nbsp;et&nbsp;D priv\u00e9e et en fin de compte en plus d\u2019innovation et de croissance \u00e9conomique.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Pour ce faire, il faut cr\u00e9er et b\u00e2tir des ponts et des institutions de collaboration entre les secteurs public et&nbsp;priv\u00e9.<\/h4>\n\n\n\n<p>C\u2019est \u00e0 la base du mod\u00e8le ARPA aux \u00c9tats-Unis qui a \u00e9t\u00e9 d\u00e9ploy\u00e9 dans le secteur de la d\u00e9fense (DARPA), de l\u2019\u00e9nergie (ARPA-E), de la recherche biom\u00e9dicale (BARDA) et plus r\u00e9cemment de la sant\u00e9 (ARPA-H). Nous pourrions ais\u00e9ment ajouter \u00e0 cette liste la NASA (a\u00e9rospatiale) qui fonctionne sensiblement avec les m\u00eames param\u00e8tres. C\u2019est \u00e0 la base du mod\u00e8le Max Planck et Fraunhofer en Allemagne. C\u2019est \u00e0 la base du mod\u00e8le des LabEx en France. C\u2019est \u00e0 la base du mod\u00e8le TNO aux Pays-Bas, un pays deux fois plus petit en taille que le Nouveau-Brunswick, mais deuxi\u00e8me exportateur mondial en agriculture.<\/p>\n\n\n\n<p>Le Canada et le Qu\u00e9bec ont besoin, en tant qu\u2019\u00e9l\u00e9ment cl\u00e9 de leur strat\u00e9gie industrielle sectorielle, d\u2019une incarnation moderne de ce qu\u2019\u00e9taient autrefois les laboratoires d\u2019entreprise (<em>corporate labs<\/em>) dans ses industries innovantes \u2013 o\u00f9 la recherche industrielle effectu\u00e9e en collaboration entre les gouvernements, les universit\u00e9s et les entreprises a donn\u00e9 lieu pendant des d\u00e9cennies \u00e0 une v\u00e9ritable innovation \u00e0 grande \u00e9chelle dans l\u2019\u00e9conomie.<\/p>\n\n\n\n<p>Convertir des id\u00e9es et des connaissances en produits, en services et en propri\u00e9t\u00e9 intellectuelle demeure un d\u00e9fi formidable. Faire de la politique industrielle par le truchement de subventions aux entreprises \u00e9trang\u00e8res et croire que nos universit\u00e9s sont des \u00ab&nbsp;innovateurs&nbsp;\u00bb est une recette qui m\u00e8nera \u00e0 la stagnation \u00e9conomique. Une politique industrielle moderne n\u00e9cessite une infrastructure institutionnelle pour soutenir l\u2019application moderne de la science et de la technologie dans des industries locales hautement comp\u00e9titives et avanc\u00e9es. Le Canada et le Qu\u00e9bec ont beaucoup de m\u00e9canismes d\u2019appui qui sont en sommes assez p\u00e9riph\u00e9riques, mais peu ou pas de v\u00e9ritables g\u00e9n\u00e9rateurs d\u2019innovation. Nous n\u2019avons pas au Canada de DARPA, de Fraunhofer, de LabEx ou de TNO.<\/p>\n\n\n\n<p>Il faut pr\u00e9coniser un mod\u00e8le de croissance \u00e9conomique o\u00f9 la propri\u00e9t\u00e9 intellectuelle \u00e9manant de notre financement public de R&nbsp;et&nbsp;D favorisera la croissance d\u2019entreprises canadiennes par l\u2019innovation et l\u2019adoption technologiques.
